Traffic circle trust

It is not enough that everyone knows how a traffic circle works: With cars around, approaching a circle becomes a game of trust:

How much do I trust a random stranger around that traffic circle? The safe choice is to approach as-if the stranger knows nothing.

If everyone who knows acts as-if they have no knowledge, the trust will stay low and there will be no advantage in using a traffic circle.
